Ingrid Lieten has a Master's Degree in Law (VUB), a Special Master's Degree in Corporate Law (VUB), as well as a Master's Degree in ‘Industrial Location and Development’ (VUB).

Ingrid Lietens professional career includes Lawyer at the bar of Brussels and Hasselt, Executive at "Gewestelijke Ontwikkelingsmaatschappij (GOM) Limburg" (Limburg Regional Development Company), Town clerk in Maasmechelen, General Secretary of "Limburgse Reconversiemaatschappij (LRM)" (Limburg Reconversion Company). From 2002-2009 she was Director-General of De Lijn (Flemish public transport company) and since 2009 Ingrid Lieten has been Vice-Minister-President of the Flemish Government.
