    <title>Conference on New Skills for a European Bioeconomy</title>

    <description>Conference in November aims to reinforce the implementation of the Bioeconomy Strategy</description>
    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>There is growing evidence that the current European workforce does not fully meet the demands of the bioeconomy and the skill gaps could increase in the future. <br /><br />Therefore, the Directorate General for Research and Innovation organizes the conference 'New Skills for a European Bioeconomy' on 20-21 November 2012 in Brussels.<br /><br />The conference will gather a forum of academia, research actors, business and political players, to discuss not only the needs for both new and adapted skills and competences for the rapidly evolving bioeconomy, but also the potentials for such new skills to drive changes in the bioeconomy sectors.</p>

<p>A number of studies and reports suggests that one of important prerequisites for the competitive bioeconomy is availability of well-trained workforce with the necessary knowledge and skills, be it academia, industry or primary production sector, and across both public and private domains, and finally across different levels of skills. <br /><br />Enhanced investment in research and innovation and adapting education and training possibilities to today's needs are necessary to maintain European leadership in science and to react to global challenges. What is also needed is a new combination of skills: new hybrid skills (combining hard and soft skills), new learning systems (such as problem based learning) and new cross-disciplinary and solutions-focused skills for those in science but also those in industry, primary production and public domains. <br /><br />The registration is open until November 12, 2012.<br /><a class="external-link" href="http://eubioeconomy.teamwork.fr/newskills/introduction">&gt; Read more about the conference here</a>.</p>]]></content:encoded>

    <description>A conference in Canada on 2-5 October will focus on social, environmental and economic implications of growing the bioeconomy.</description>
    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>Environmental scientists, policy experts and scientific leaders will work together in this meeting of the minds to understand the implications of the bioeconomy. Three leading academic associations working on the life sciences in Europe and North America invite to contribute to a shared understanding of the challenges and opportunities relating to the bioeconomy.<br /><br />Growing the Bioeconomy will address the environmental, social and economic implications of the growth in this sector, following an initial overview of the latest technical developments. The final day of the conference will be devoted to a wide ranging discussion of what government policies are required to enable future growth in the bioeconomy and to examining what the next steps should be for government, industry and research.</p>
<p>The expected outcome is a shared understanding of the issues of growing the bioeconomy, and shared viewpoints of natural and social scientists, economists and environmentalists.</p>

    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>In light of the European Commission's February 2012 Bioeconomy Action Plan  launch, this Czech conference aimed to highlight some of the work being carried out across  various Czech research institutes to meet the central objective of the action  plan: Shifting the European economy towards greater and more sustainable use of  renewable resources.</p>
<p>Niels Gøtke, who was one of the organizers of Bioeconomy in Action,  presented the Copenhagen Declaration for a Bioeconomy in Action at the Czech conference.</p>

<p>Maive Rute, director of the Directorate-General for Research and Innovation's  'Biotechnologies, Agriculture, Food' Directorate in the European Commission, talked about waste, over-exploiting and sustainability.</p>
<p>The conference was arranged by The Czech Liaison Office for Research and Development and the  Permanent Representation of the Czech Republic.</p>

    <title>Several countries have published bioeconomy strategies</title>

    <description>Ireland, Sweden, Norway, The Netherlands, and Canada are examples of countries that have created and published strategies or plans on how to meet the potentials of the bioeconomy.</description>

<p>Already in 2008, Ireland published its Foresight Report “Towards 2030 – Teagasc’s Role in Transforming Ireland’s Agri-Food Sector and the Wider Bioeconomy”.<br /><br />The four pillars are:<br />1.    Food production and processing<br />2.    Value-added food processing<br />3.    Agri-environmental products and services<br />4.    Energy and bio-processing.<br /><a class="external-link" href="http://www.teagasc.ie/publications/2008/20080609/ForesightReportVol1.pdf"><br />Download the Irish Foresight Report here</a> (pdf).</p>
<h3>Swedish bioeconomy</h3>
<p>The “Swedish Research and Innovation Strategy for a Bio-based Economy” was published in March 2012 by the Research Council for Environment, Agricultural Sciences and Spatial Planning (FORMAS).<br /><br />The following research and development needs were defined:</p>
<ul>
<li>The replacement of fossil-based raw materials with biobased raw materials</li>
<li>Smarter products and smarter use of raw materials</li>
<li>Change in consumption habits and attitudes</li>
<li>Prioritisation and choice of measures</li>
</ul>
<p>The analyses identified a need for the closer involvement of users/consumers in prioritising knowledge gaps and new problem areas. Formas will therefore establish a User Forum to function as an advisory resource for those funding the research. Much of the work of implementing the strategy can be carried out within the framework of existing resources. If a major new initiative in the area is to be implemented then additional resources will be required. <h3>Norwegian bioeconomy</h3>
<p>Norway has published a preliminary research programme from 2012-2022 on “Sustainable Innovation in Food and Bio-based Industries”, BIONÆR.<br /><br />The following cross-cutting perspectives will apply to all research activities under the BIONÆR programme:</p>
<ul>
<li>Sustainable production and consumption, emissions reductions and adaptation to climate change.</li>
<li>Improved resource efficiency in new and existing biomass production and full utilisation of all biological resources in closed-loop systems. Focus on reducing food loss and discard and on using residual raw materials as a resource</li>
<li>Further refinement of existing and development of new types of value-creating cross-utilisation between resource streams.</li>
<li>Further refinement of existing and development of new processes, products and services.</li>
<li>Enhanced value creation and competitiveness in the bio-based industries, with a focus on market orientation and innovation in all segments of the various value chains. </li>

<h3>Canadian bioeconomy</h3>
<p>In July 2011, a “Bio-economy Committee” was formed in British Columbia, Canada.<br /><br />The Committee concluded that there is an urgent need for the government to take a leading role in the further development of British Columbia’s bio-economy.<br /><br />The Bio-economy Committee formulated a set of recommendations for government to hasten productive economic development of BC’s bio-economy sector. The main pillars of the recommendations are:</p>
<ol>
<li>Establish a clear, long-term bio-economy vision.</li>
<li>Improve access to fibre and feedstock.</li>
<li>Establish a technology development strategy.</li>
<li>Develop markets for BC bioproducts and aggressively market BC’s advantages.</li>
<li>Integrate the bio-economy’s infrastructure needs into provincial initiatives.</li>
</ol>

<h3>The Netherlands’ bioeconomy</h3>
<p>The Netherlands also has produced a bioeconomy strategy working paper with proposals to the European Commisison. <h3>The German bioeconomy</h3>
<p>The German BioEconomy Council released it's first recommendations in 2009 and second recommendations in 2011. It also has published a number of reports on bioeconomy potential and growth.</p>

<h3>Strategies on their way</h3>
<p>Apart from the countries that have already formulated bioeconomy strategies and plans, a number of countries are working on producing their own. <br /><br />For instance, the Finnish authorities are working on a bioeconomy strategy. The Finnish Forest Industries Federation has done much work on considering its role and possibilities within bioeconomy.</p>

    <title>The German Bioeconomy recommendations</title>

    <description>The German BioeconomyCouncil has released a number of relevant publications regarding bioeconomy.</description>
    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>In Germany, the BioÖkonomieRat (BioEconomyCouncil) is the independent advisory body to the German government for all matters relating to bio-economy.<br /><br />The Council is made up of experts from university and non-university research institutes, the federal government’s own departmental research, and from research in the private sector.<br /><br />The BioEconomyCouncil has released a number of publications.</p>
<h3>BioEconomyCouncil Recommendations No. 2</h3>
<p>The BioEconomy Council presented the priorities that it has set out for its research fields on 14 June 2011.<br />In the Council’s estimation, this setting of priorities will make it possible to achieve the objectives of the Federal German Government's “National Research Strategy Bio-economy 2030”.<br /><br />According to this the most pressing need is to breed new crop plants and farm animals, secondly to develop more efficient cultivation technologies and reduce harvesting losses, and thirdly to utilise soil as a resource on a more sustainable basis.<br /><br /><a class="internal-link" href="../GermanBioeconomyCouncil_Recommendations_No2.pdf">Download the BioEconomyCouncil Recommendations No. 2 here</a> (pdf).</p>
<h3>BioEconomyCouncil Recommendations No. 1</h3>

<h3>BioEconomy Innovation Report</h3>

    <title>Bioeconomy strategy from USA</title>

    <description>Several countries have released strategies regarding the bioeconomy - USA followed in April.</description>
    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>On February 23rd 2012, the European Commission released it's strategy "Innovating for Sustainable Growth - A Bioeconomy for Europe".</p>
<p>But also in the US has the potential of the bioeconomy been recognized. In April 2012, the Obama Administration released the bioeconomy strategy "US National Bioeconomy Blueprint".</p>
<p>The American strategy has many similarities with the European, and has five major objectives:</p>
<ol>
<li>Support R&amp;D investments that will provide the foundation for the future U.S. bioeconomy.</li>
<li>Facilitate the transition of bioinventions from research lab to market, including an increased focus on translational and regulatory sciences.</li>
<li>Develop and reform regulations to reduce barriers, increase the speed and predictability of regulatory processes, and reduce costs while protecting human and environmental health.</li>
<li>Update training programs and align academic institution incentives with student training for national workforce needs.</li>
<li>Identify and support opportunities for the development of public-private partnerships and precompetitive collaborations—where competitors pool resources, knowledge, and expertise to learn from successes and failures.</li>

    <title>The European Commission bioeconomy strategy</title>

    <description>In February, the European Commission submitted it's strategy and action plan for a sustainable bioeconomy in Europe, “Innovating for Sustainable Growth: A Bioeconomy for Europe,” to the European Parliament.</description>
    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p><span class="internal-link"></span>The goal of the strategy and action plan is a more innovative and low-emissions economy, reconciling  demands for sustainable agriculture and fisheries, food security, and  the sustainable use of renewable biological resources for industrial  purposes, while ensuring biodiversity and environmental protection.</p>
<p>The strategy has three main pillars:</p>
<ol></ol><ol>
<li>Investment in research, innovation and skills for the bioeconomy. This should include EU funding, national funding, private investment and enhancing synergies with other policy initiatives. </li>
<li>Development of markets and competitiveness in bioeconomy sectors by a sustainable intensification of primary production, conversion of waste streams into value-added products, as well as mutual learning mechanisms for improved production and resource efficiency. As an example, food waste costs the European taxpayer between €55 and €90 per tonne to dispose of, and produces 170 million tonnes of CO.  This waste could be transformed into bio-energy or other bio-based products, creating jobs and growth. </li>
